How Sovereign AI Is Reshaping India’s Public Sector Undertakings

From Pilots to Platforms

For PSUs, sovereignty is becoming a business-critical requirement. Sensitive operational data from energy, transport, mining, finance and defense-linked infrastructure cannot be treated as a routine cloud workload. The IndiaAI Mission is designed to expand compute capacity, improve dataset quality, develop indigenous AI capabilities and promote safe, trusted AI adoption.

Platforms such as AIKosh are central to this shift. By giving developers, startups, researchers and public institutions access to India-specific datasets, models and AI resources, AIKosh helps reduce dependence on overseas data systems while improving the relevance of AI models for local languages, sectors and governance needs.

AI in Core Sectors

Traditional infrastructure sectors are moving from basic digitization to AI-assisted decision engines. The goal is to bring fragmented operational data into unified systems that can support faster decisions, safer field operations, and better resource use.

ONGC’s Pragya-AIX initiative illustrates this direction by bringing multiple AI applications into a single framework for upstream exploration and drilling operations. In steel, SAIL’s AI-led resource optimization at the Bokaro Steel Plant shows how targeted AI systems can reduce coal consumption, lower emissions and generate measurable savings.

Smarter Data Layers

Many PSUs carry decades of legacy systems, siloed databases and fragmented reporting processes. A full replacement of these systems is often costly, risky and slow. Instead, the emerging approach is to build integration layers and enterprise data lakes that harmonize structured and unstructured data across the organization.

This approach allows PSUs to apply stronger governance checks before feeding information into predictive analytics and generative AI systems. It also creates the foundation for safer deployment, because AI tools can draw from verified, standardized and context-rich enterprise data. Embedding specialized AI teams inside major PSUs can help sustain execution, simplify procurement, and translate central policy goals into operational outcomes.

Cyber Defense at Scale

As critical infrastructure becomes more connected, cybersecurity can no longer be treated as a narrow IT function. For PSUs, cyber resilience is now a board-level operational risk that affects continuity, public trust, and national security.

CERT-In and MeitY-led initiatives are strengthening India’s ability to detect threats, issue advisories, run cyber drills and build AI-aware security capacity. As AI becomes part of both attack and defense, PSUs will need continuous vulnerability testing, anomaly detection and incident-response automation.

MeitY Secretary S. Krishnan has framed sovereign AI as a strategic necessity, not just a technology upgrade. His emphasis on domestic AI models, compute infrastructure and trusted data systems reflects a broader national priority: reducing dependence on overseas platforms while turning localized Indian data into more meaningful outcomes.

He also stresses that cybersecurity must be managed as an enterprise-wide risk. For PSUs, this means cyber defense cannot remain limited to technical teams. It must be built into governance, operations, procurement and crisis response, especially as modern cyberattacks create growing financial and operational losses.

The larger message is clear: India’s path to becoming a developed nation by 2047 will require a resilient, self-reliant digital architecture. Sovereign AI can help PSUs protect public infrastructure, improve efficiency and unlock human potential at scale.

What Leaders Should do Next

The next wave of AI adoption in Indian PSUs will depend on execution discipline. Leaders should prioritize sovereign data infrastructure, domain-specific AI models, measurable use cases, cyber resilience and cross-functional teams that can connect policy ambition with operational reality. Done well, sovereign AI can help PSUs become safer, more efficient and more strategically self-reliant while contributing to India’s long-term development goals.
