Jim is an innovative parking professional with 24 years of successful parking operation leadership and fiscal governance. Having joined Walker Consultants’ consulting resource group in 2015, he has lead Walker’s efforts on dozens of strategic planning studies and municipal program design projects in Florida as well as several cities throughout the US. Prior to joining Walker, Jim served a 10-year career as the City of Tampa’s Parking Division Manager where he managed a multi-million annual operating budget, leading a staff of 100 employees. During his tenure with the City, Jim’s leadership helped guide a team of parking professionals with the installation of a unified off-street PARCS installation for all of the City’s parking locations, the modernization and implementation of Tampa’s on-street pay station and mobile app program, as well as the design and implementation of Tampa’s first residential parking program ordinance.
