Cyber Security Measures for Critical Control Systems in Japan

The Control System Security Center (CSSC), which plays a pivotal role in developing industrial automation cyber security measures in Japan, recently celebrated its third anniversary. In response to the increasing cyber security challenges, the CSSC has strengthened its efforts to establish and manage test bed facilities, develop effective certification systems, research and develop technology to enhance control system security, develop better incident analysis technologies, and develop human re-sources.

This ARC Advisory Group report summarizes the accomplishments of the CSSC in Japan to date and the challenges it will face in the coming years.

Focusing on the Risk
As has been the case in the general quality management field, the industrial instrumentation and control system field has expanded its focus from just using statistical analysis to estimate the likelihood of failures, to also applying statistical techniques to estimate the relative risk of failures to be able to apply appropriate countermeasures. In other words, the industry has started taking into consideration not just the probability of equipment failure, but also the potential consequences of those failures. The ISO and IEC standard bodies both support this approach.

While risk can be reduced, it cannot be totally eliminated. Failure to re-duce risk to a tolerable level can threaten a company's credibility and, potentially, its viability as a business.
