The policy is jointly advanced under China’s national industrial and digital economy framework, led by authorities such as the Ministry of Industry and Information Technology. It signals a shift from conceptual guidance toward enforceable, execution-oriented Industrial AI deployment across China’s manufacturing sectors.
The document clearly sets out the core development goals for 2027:
Deploy 3–5 general-purpose large models, 1,000 industrial intelligent agents, 100 high-quality industrial datasets, and 500 typical application scenarios
Cultivate 2–3 globally influential ecological leading enterprises and 1,000 benchmark enterprises
Four Types of Enterprises That Will Take the Lead in Seizing Policy Dividends
Ecological Leading Enterprises
(e.g., leading enterprises in industrial mother machines and automobile manufacturing with strong technology–scenario integration capabilities). These enterprises will be prioritized for national R&D projects, computing power and data resource support, and will take the lead in the R&D of industry-specific large models.
Specialized, Sophisticated, Unique and Novel (SSUN) Small and Medium-sized Enterprises (SMEs)
These enterprises can enjoy subsidies in the form of computing power vouchers and model vouchers, and directly call mature industrial intelligent agents through public platforms, significantly lowering the threshold for AI technology adoption.
Empowerment Application Service Providers
(AI technology enterprises, industrial internet platform enterprises, and digital subsidiaries under telecom operators). These providers deliver “standardized + customized” solutions and gain official endorsement by being included in government-issued lists of high-quality service providers.
Supporting Enterprises in Five Key Fields
Covering raw materials, equipment manufacturing, consumer goods, electronic information, and software and information technology services. These enterprises will receive targeted guidance on industrial transformation and scenario matching, effectively reducing the risks associated with blind or misaligned investment.
Four Dimensions for Policy Implementation
Consolidate Technological Foundations
Break through bottlenecks in high-end chips; build a national computing power network scheduling platform; promote collaborative innovation between industry-specific large models and scenario-specific small models; unlock data value and realize “data–model resonance” through the establishment of a Chief Data Officer (CDO) system.
Build Adaptive Platforms
Organize empowerment service corps to provide on-site support; launch AI application supply–demand matching platforms; implement first-set-of-equipment and first-batch-of-products policies to reduce trial-and-error costs for enterprises.
Improve Ecological Construction
Construct a development system combining “leading enterprises + echelon of SMEs”; deploy innovation carriers such as national manufacturing innovation centers and key laboratories; formulate safety and governance standards; and develop high-level open-source communities.
Strengthen Security Assurance
Address key technologies including deepfake detection, data protection, and algorithm security; establish risk monitoring and early warning mechanisms; coordinate financial support through vehicles such as the National Artificial Intelligence Industry Investment Fund; and guide local governments to introduce differentiated supporting policies to avoid homogeneous competition.
The issuance of this policy indicates that the intelligent transformation of China’s manufacturing industry has moved from a policy guidance phase into a large-scale implementation stage driven by hard quantitative indicators. Over the next four years, intelligent transformation is expected to become a compulsory pathway for manufacturing enterprises across China.
